Mexican financial media are once again highlighting Modalidad 40, a program that allows former workers to boost their IMSS pension by making voluntary contributions. In 2026, the monthly cost for those choosing the maximum base of 25 UMA (Unidad de Medida y Actualización) amounts to approximately 12,702.91 pesos for a 30-day month, according to reports from Infobae, El Imparcial de Oaxaca, and N+.
Formally known as Continuación Voluntaria en el Régimen Obligatorio, Modalidad 40 lets eligible ex-employees continue accumulating contribution weeks and set their own Salario Base de Cotización, which directly influences their future pension. However, the program's costs are not static and are set to rise further in the coming years.
Rising Contribution Rates
El Economista reports that the contribution rate for Modalidad 40 in 2026 is 14.438% of the chosen base salary, up from 13.347% in 2025. This rate is scheduled to climb to 18.800% by 2030. For those opting for the maximum base of 25 UMA, with the daily UMA set at 117.31 pesos by INEGI for 2026, the monthly payment reaches the noted 12,702.91 pesos.
Eligibility and Risks
Despite attractive sales pitches, eligibility is stringent. Under the Ley del Seguro Social, workers must have at least 52 weekly contributions in the mandatory system during the five years prior to leaving their job. They also have only a five-year window after losing IMSS coverage to enroll. Payments must be made in advance, and missing two consecutive months can result in a loss of coverage, as stipulated by law.
Experts warn that choosing a higher pension base can become a financial trap. N+ notes that applicants must provide CURP, Número de Seguridad Social, an email, and register either online or at an IMSS subdelegation. Updated payment-reference systems are intended to resolve issues with tagging voluntary payments, but risks remain.
Advisory Caution
Leonardo Castillo, an investment adviser at Fintual México, told El Economista that Modalidad 40 "no le conviene a todos" (is not for everyone) and "no es magia ni tampoco la última panacea" (is neither magic nor the ultimate panacea). The scheme's benefits depend on the number of weeks contributed, retirement age, and average final salary. It is most relevant for workers under Ley 73. Additionally, participants do not receive IMSS health coverage during the contribution period.
Investors and workers are advised to carefully evaluate their financial situation and consult with qualified advisers before committing to Modalidad 40, as the rising costs and strict eligibility criteria can turn the program into a burden rather than a benefit.
