Salesforce Inc. (NYSE:CRM) saw its shares climb 5.4% to $182.92 in late Tuesday morning trading, extending a rally into its fourth consecutive session. The surge followed news that the company had secured a significant contract with the U.S. Department of Veterans Affairs (VA), adding approximately $21.4 billion to its market capitalization since last Thursday's close.

The stock has gained 16.6% over the past three trading days, a move that dwarfs the contract's maximum value of $1.6 billion. The equity increase is roughly 13.4 times the contract ceiling, underscoring investor optimism that the deal represents broader validation for Salesforce's public sector strategy, rather than just direct revenue.

The VA contract, which has a maximum value of $1.6 billion over up to three years, tasks Salesforce with implementing its Missionforce, Agentforce, Slack, MuleSoft, and Data 360 platforms. The agency serves over 17 million veterans and manages 170 medical centers and more than 1,100 outpatient clinics. Kendall Collins, who oversees government cloud at Salesforce, stated that the platform will 'connect its people, data, and workflows across the department,' according to Business Wire.

The initial contract covers only the first year, with renewal options for the following two. If all options are exercised, the average annual ceiling is approximately $533 million, representing about 1.2% of Salesforce's projected fiscal year 2027 revenue midpoint. Despite this modest direct contribution, buyers appear to view the award as a key indicator of government sector traction.

Salesforce already has a strong presence in government business. Last quarter, annual recurring revenue from its Public Sector Industry Cloud exceeded $2 billion, up 23% year-over-year. Meanwhile, Agentforce and Data 360 reached nearly $3.4 billion in annual recurring revenue, reflecting growth of more than 200%. These figures add strategic significance to the VA deployment beyond its direct billing impact.

In its most recent quarter, Salesforce reported revenue of $11.1 billion, up 13% year-over-year, with remaining performance obligations totaling $33.6 billion, an increase of 14%. Management forecasts fiscal year 2027 revenue between $45.9 billion and $46.2 billion, representing roughly 11% growth, with free cash flow projected to grow 4% to 5%.

The broader software sector also saw gains, with the iShares Expanded Tech-Software Sector ETF (NYSEARCA:IGV) rising 1.5% on Tuesday. ServiceNow Inc. (NYSE:NOW) advanced 4.9%, Microsoft Corp. (NASDAQ:MSFT) climbed 2.5%, and Oracle Corp. (NYSE:ORCL) was up 0.3%. Needham analyst Joshua Reilly suggested software could be at 'an inflection point,' noting steady business trends alongside lower valuations. The IGV trades at nearly 25 times projected earnings, down from 35-40 a year earlier.

From a technical perspective, Monday's chart review identified $173.79 and $176.31 as resistance levels, both of which were surpassed as the intraday peak reached $184.50 on Tuesday. GuruFocus's automated discounted cash flow tool estimates intrinsic value at $432.81, implying roughly 137% upside from Tuesday's quoted price, though this model assumes annual EPS growth of 32% over a decade—a considerably more optimistic outlook than current revenue and cash-flow guidance.

Risks remain, including that the $1.6 billion contract value is a maximum, with two additional years subject to renewal. Delays in federal implementation or a downturn in software valuations could erode some of the upside. Nonetheless, the market's reaction signals strong confidence in Salesforce's expanding government footprint and its AI-driven platform growth.
