Despite this long-awaited clarity, market participants largely shrugged off the news, focusing instead on a wider rotation away from risk assets across global financial markets.
This week, the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) issued a joint 68-page interpretive framework that divides crypto assets into five distinct categories. XRP was placed in the digital commodity bucket, a classification it now shares with major cryptocurrencies like Bitcoin (BTC), Ether (ETH), and Solana (SOL). The agencies clarified that while the token itself is not considered a security, certain methods of selling XRP could still constitute an investment contract, leaving some regulatory nuance intact.
The designation holds particular importance for XRP, given its central role in the SEC's multi-year legal dispute with Ripple Labs. The agency last year dropped its appeal of a 2023 court ruling which found that XRP sales on public exchanges did not qualify as securities offerings. This week's interpretation provides the most definitive signal yet from regulators on the token's status, though it stops short of creating new legal obligations and remains open to public feedback and future revisions.
SEC Chair Paul Atkins remarked that it was "way past time" to move from diagnosing problems to implementing solutions. He advocated for the agency to consider a safe-harbor system, which could offer crypto companies clearer pathways to raise capital without immediately requiring full securities registration.
However, investor attention swiftly shifted away from regulatory catalysts and toward macroeconomic headwinds. The Federal Reserve's decision to hold interest rates steady, coupled with persistent inflation projections and a renewed spike in oil prices following attacks on energy infrastructure in the Gulf, triggered a broad market decline. Brent crude oil surged past $119 per barrel before paring gains, while equity markets slumped worldwide.
"Just tell me where oil’s going today and I’ll tell you what the market’s going to do today," observed Art Hogan, Chief Market Strategist at B. Riley Wealth Management. This risk-off sentiment spilled over into the cryptocurrency sector. Bitcoin declined to approximately $69,670, Ether traded around $2,117, and Solana fell below the $88 level.
Analysts noted that while regulatory clarity is a positive long-term catalyst for adoption and capital flows, its immediate impact was limited. Citi strategist Alex Saunders pointed out that the window for comprehensive U.S. crypto legislation this year is rapidly closing, which may explain why the SEC's warmer stance did not trigger a more decisive rally in XRP. The token's relief appears provisional, caught between cautious regulatory language and stronger cues from macroeconomic conditions and market action.
There is also a significant exchange-traded fund (ETF) angle to the classification. SEC listing standards introduced last year have streamlined the approval process for spot crypto ETFs, particularly for tokens that already have CFTC-regulated futures markets. XRP and Solana, now both classified as digital commodities, were seen as potential front-runners to benefit from this streamlined process. The regulatory interpretation noted that such digital commodities, including XRP, already have futures trading on designated contract markets.
